Producing a Booklet with "Catalog"

I need to produce a Booklet for a Class Reunion. I thought Publisher 2000 had that capability. I need to be able to type information on one side of an 8 1/2 x 11 page, that would be read vertically on the 5 1/2 x 8 1/2 page, as well as on the opposite page. The trick is to get the pages to print out so that a last name(s) that begins with "B" might be on Page 4 and on the opposite of that SAME page, maybe Page 25, I might have names beginning with "T." I have tried the "Options," General Tab, Click "Use Catalog," Click "OK" route but the "Catalog" still doesn't show. How do I get started?

Go to File > Page Setup > Choose a Publication Layout > Special Fold >
Bookfold and set the Choose Orientation to Landscape.
