Program Conflict???

I am using Publisher 98 when I open that program and work
in it, (I have my Outlook Express open all the time while
the computer is on so this program will be minimuzed.)
When I switch from Publisher to check email in OE, the
tool bar across the top of OE (buttons etc) are all
stretched behind the view) this only accures when I use
Publisher, If I shut down OE and open it again the tool
bar etc is back to normal, but using publisher always
does this to my OE.. Just wondered if anyone knew what
caused that and how to fix it?
