Project 2003 not loading

After installing Project 2003, every time I try to open
it, I have a message regarding a "gbui://blank.htm/" file
that the program is trying to open from a web
site: "gbui??mainpage.htm/" that Internet explorer not
recongnize as trusted site.
Could you please tell how do I fixe this?
