project server 2002 licensing

quick question to the forum. Is the licensing based on the
amount of resources or by the amount of people accessing
the projects server. example if I have fifty access
licenses and 100 resources can 50 out of the 100 access
the web project server at the same time or can I only have
fifty resources that are able to access at all times?
thanks for all responses.

You would need to buy a CAL for any user that will be accessing the
system. The number of resources you have is not important. It is the
number of users that will use Project Pro or Project Web Access this is
the key. So if only 50 of your resources will be using the PWA client
to enter time then you only need 50. But if all 100 will at some point
enter time or view data via PWA then you need 100.

This article covers licensing pretty well:

you need a memebership at techrepublic to read it but it is free and
there is some pretty good stuff up there.
