Project server 2003 - Can't authenticate PWA nor Project prof 2003

Hello, I have a pc with Windows 2003 server with last updates.
I've installed MS SQL server 2000 and added SP4, then I've installed
Project Server 2003 (the first time for me). On my workstation (Windows
2000 SP4) I've installed Project Professional 2003.
IIS 5 has been installed by Project server setup, and the Database and
the users (MSProjectServerUser and MSProjectUser) has been also created
by setup.

Trying to connect by PWA or Project Professional fails, and I can't
understand the reason.
The message I receive is the error 5002, incorrect user/password
combination.

Another issue I have is that if I try to use example data (recover
example data, excuse the incorrect form but I use the italian version),
I receive the message [Preconvalidation error]: before to configure the
DB is requested to install SQL server 2000 SP3.

And if I run, from the Start Menu, [Microsoft Office Project Server
configuration], I obtain an error 400 from my browser.

Here the steps I tried, not in this exact order:
- checked the server roles for the users (Secutity Administrators and
Database Creators);
- Used domain users that has been added by user group in SQL;
- created manually an SQL user;
- changed SQL authentication mode from mixed to Windows;
- enabled anonymous access;
- Removed PS and SQL and then reinstalled.

On the ng I found some messages for similar or same problem, but
solutions doesn't work for me.
Now I've found some MS documents, like "Project Server 2003
Installation Guide", that I'm reading, but I didn't found help yet.

Someone has a piece of advice? Am I making some mistake that I can't
see?
If you need other information, ask for it, and thanks in advance to
anyone who is going to help me.

Can PS have some issue with SQL 2000 SP4? Or need to find, the first
time, SQL with SP3?
