Project Server and Projects

I have a project plan on project server and want to archive it or
"de-activate" it so resources can not log hours against project. I have
zero'd out the hours, made the project 100% complete and have re-published
but resources are still logging in time.

Is this 2003 or 2007? In 2003 you should change the resources to proposed
on the project and re-publish so the tasks are removed from their
timesheets.
