All resources should be placed in an AD scy group which sync's with the
Enterprise Resource Pool (ERP). Additionaly different users with different
roles (PM, RM etc)should be placed into different AD scy groups and sync'd
with the appropriate project server scy groups.

2> How i can setup security feature of PS 2007 so one few people can conncet

Only those users associated with groups such as Administrator & Project
Manager will have permissions to connect via project pro. User who are
member of team members will not have this permission.

You need to implement a RBS (Resource Breakdown Structure) in order to
dictate which projects users have access to. Categories determine the
projects and resources individual users can see, whilst scy groups determine
the level of permissions user have in each category.
