Propagate lables in mail merge in publisher 2003

How can I get different data on each label in publisher? In word there is a
tab on the mail merge toolbar to propagate data. ? Can I get a mail merge
tool bar up in Publisher 2003?
If I remember correctly in excel there was a way before propagate was
developed to use two data basis one with data and the other with a numbering
system ????AcM
