Provisioning failed: File or arguments not valid for site template 'OSRV'

Hi,
I have Windows SharePoint Services 3.0 installed on Microsoft Windows
Server 2003. I'm about to configure it to run Project Server 2003.

When i'm trying to create a new Shared Services Provider just like
this http://technet2.microsoft.com/Offic...7c7d-4a7f-b4ea-22822df3acb11033.mspx?mfr=true
guide tells i get the following error:

Provisioning failed: File or arguments not valid for site template
'OSRV'

Does anyone know what does that meawn and how can i solve this
problem ?
