Public Folder (Non Delivery Reports) urgent

Help please,
We have a public folder that is used to receive mail from external email
addresses. The permissions are set for Anonymous to be contributor which
allows emails from outside the organisation to reach the folder.

Absolutely no rules are set on the folder in anyway however on a regular
basis the event viewer of exchange reports the following:
The delivery of a message sent by Public folder xxx has failed to:
(e-mail address removed). The non delivery report has been deleted.
When this happens the actual folder usually has heaps of messages similar to
Out of office replies from various people who have sent email to it.
Its like our internal public folder is responding to emails sent to it. How
can this happen if we have no rules set for the folder to respond.
Any help greatly appreciated.
