Publish web under file menu grayed out

Open the website on your PC - use File->Open Web and browse to the
folder that contains your web site.
Publish will only publish open web sites.

Common sense should dictate that if a web wasn't open, commands wouldn't be
available.

Serious? How do you enable the File-Print menu option in Word when there isn't a
document open? How about Excel when you haven't loaded a spreadsheet? I guess I'll
spare you my opinion. <rolling eyes>
