publisher 2000 will not open 97 version is there a way

Again pub97 document cannot be opened in 2000. "publisher cannot open
document in older version".
An install of 97 on another computer produces the same dialogue.
Any suggestions

Do you have Norton? Disable script blocking and in Norton options, misc. disable
Office Plug-ins.
