Publisher 2000 won't publish to web

I keep getting the same error when trying to upload my web site created in
Publisher 2000:

Publisher cannot upload the file to the web
......

I can upload the same file to the same ftp site on another computer, so why
not on this computer?

What do you mean by FTP port access? Both computers are
set up identically with the same DSL service. One is at
my office and one is at home.

Both are running Publisher 2000.

I upload using "save as web page" to the ftp site.
