Can Publisher 2000 read Publisher XP files? If so how?
If not, is there a tool(s) where I can convert all
Publisher XP files to Publisher 2000?

As a batch? No. You'll have to open each one in 2002 and 'Save As'.

If you have both, why are you needing to 'downgrade' the files?
