In addition to JoAnn's reply you can upgrade, but it's not free. You have to
buy the retail product, Publisher 2003. Publisher 2003 can open your older
Publisher 2000 files, but you may lose some formatting, and your WordArt
will be converted to the new WordArt format introduced as the default
WordArt format in the new version.
(for those who didn't know, you could insert the new WordArt into Publisher
2000 by using Insert > New Drawing. And the old WordArt can be found in the
new version of Publisher via Insert > Object > Microsoft WordArt 3.2. In
some cases you may or may not have the WordArt installed)
