Publisher 2007 and PDF size problems

I created a booklet in Publisher 2007 and save as a PDF. I then put it online
for view. It works well, but with one problem

They always open with a magnification of 200%

Can this be changed to a lower magnification without needing to buy Acrobat?

Or is the setting in Reader?

I think that it is a Reader setting rather than a setting saved in the
document. Although I might be wrong.
