Publisher compatibility?

A friend has MS Publisher for Windows 95 verion 3.0 on a really old
computer. They now have a brand new one but wanted to upgrade to MS
Publisher 2003. Question is will PUblisher 2003 be able to import the
files from this old version and is there an upgrade pricing available?

Publisher 2003 can open 95 publications.
Look at a vendor's web site for pricing. I am not sure 95 qualifies as an
upgrade eligible product.
