Publisher - Cut out frame so picture shows through

Is is possible to cut out an oval shape from a larger shape and put a picture
behind it so it shows through - like a picture in a frame?
This is for Publisher

In addition, Draw an oval, select the oval, Fill, Fill effects, Picture tab.
