Publisher failed to install latest installation

I recently had a HDD to crash, bought a new one and loaded Windows XP. I
previously had purchased (not OEM install, but PRIVATE purchase and install)
Office Professional 2000. On my previous installation, I had Publisher.
This time, after calling MS, getting a new product ID Key (for $10), I
reloaded Office. However, during this reload, it never asked for the second
CD, and never offered to load Publisher, which, as mentioned above, was
included in the original purchase. What gives? How do I get Publisher to
load?

You initiate the install from disk one. Insert the setup disk, click custom
install (I have forgotten the exact wording), click on Publisher, you should be
asked to insert disk two. I'm not sure Publisher is installed by default.

Or it could be this:
