Publisher Margins

When I print my publication there is a 1/2 inch or so white border that will
not print my background all the way to the edge of the paper. I have set my
initial margins to 0''. I want the background to cover the entire page. I
dont think it has anything to do with my printer being able to handle it
becuase it is a commcercial printer.

If i opened notepad and set my margins and then by default they went back to
0166'' does that mean that the printer cannot handle the edges...and if not
is there anything I can do that might "trick" the printer into handling the
margins so that it will print the entire background?

No, your printer has no way to print to the edge. If your printer has full bleed
capabilities, you can print to a larger stock and cut away the border.
