Publisher Photo Album Missing

I am using Publisher 2003. When I click insert picture, there is no option
for the Phot Album. I know I have used it before, but it is no longer
available.

There is not a Photo Album associated with Publisher. You might be remembering
the Design Gallery. You can add pictures to the Design Gallery. The images will
only be available for the present document. They will not be available in other
publications.
