No.

Yes.

The whole point of the Master Page is to create a background that
appears behind the main publication page and is common (with the
exception of page numbers) to all pages in a group.
Master pages are not editable when viewing publication pages.
If a master page is applied to a page, then its objects will show up on the
page.
You can edit a master page by clicking Master Page from the View menu, but
any changes will show up on all pages the master page is applied to.
When I have a text box or other shape that I want on many pages (perhaps
with small changes from page to page), I put a copy of the text box or shape
into the gray "scratch" area so that it is available as I move from page to
page.
