Publishing to hard drive

This evening I published my FrontPage 98 web to my hard drive to have a
back-up copy.
Then I installed FP 2003.
I then made a few minor changes in my web and ask FP 2003 to publish to my
hard drive, only the things that have changed. I have a slow, dial-up modem,
so my downloads are very slow.
However, the real problem is that it seems to be publishing things that
didn't change, such as most of my images.
The publish dialog box says "Publish all changed pages" with the "Local to
remote" box checked, local being my web and remote in this case being my
hard drive.
Should I have chosen synchronize in stead?

Any time you upgrade a version of FP you must do a File Publish - All to get the webs in sync the 1st time (thereafter you can
publish changes only)
