You should not need admin priviledges on the server, althought it can
come in handy when looking at event logs. But you would need read-
only. You will, of course, need admin privledges within the Project
Server application. You can associate the admin role with your
account, although I don't really recommend that as it reduces the
chance that you might inadvertantly change something, especially in
Project Professional.

Once you have access as the admin, you should be to log into Central
Administration via PWA, to be able to manage the Project Workspaces.
You didn't mention the version of Project Server you are using so I
can't be more specific.

Get your boss to spring for a book or two. I recommend the
MSProjectExpert books (Dale Howard and G. Chefetz) as well as the
Project Server Unleashed books by QuantumPM. Full disclosure - I
helped write the Project Server 2007 Unleashed edition.
