Re-enable Send/Receive Popup in Outlook 2000

Outlook 2000 question: (Using Internet connection)

My Send/Receive Popup has been hidden. How do I re-enable it?
I can see the status of the send/receive in the status bar on the lower
right.
I see in some other posts that double clicking on the status bar during
a send/receive should pop the popup open again, but it doesn't.
I don't see any other options to access this function.
Is there a setting somewhere in the registry? Or some other way to
turn it back on?
