Read Only Issue

I am having difficulties trying to open a file in read-write. When I go to
open a Project on the server, the project of interest will only let me access
it in a read only mode. It says it is being accessed by myself. However, I
do not have the project open on my computer or any other computers. Does
anyone know how I can resolve this issue. I could just paste it into another
file, but then I cannot delete the problem file because it is still in a read
only mode. Thanks for your help.
