OK. Tried it. I can only send the document as an attachment in .pdf. It needs
to be the body of the email.
Everything works fine if I email the document as a publisher document, but
it cannot be forwarded and still keep its text boxes in order. (The document
is an internal newsletter that is being sent to managerial persons and will
probably be forwarded to staff.)
I tried saving to html ... no live links. I tried saving as .jpg ... no live
links. I tried saving html to word, and links are live in word but not in the
email.

If the recipient doesn't have Publisher, it wouldn't matter whether it was
read-only or not. I would suggest using .pdf files.
