Recovering Deleted Email

Is there any way to recover a deleted email? I have
certain peoples' email going to the deleted folder. Once
I open and close Outlook the folder empties. Can I
recover this email and how.

(e-mail address removed)

I think this is only valid if the user is running Outlook with an Exchange
server.
