Reply to all Button

I would like to have an Aert pop up window open when I click the Reply
to All Button. Also can this be done on the exchange server to make
this happen for all users on the network??

No, the Exchange server has no control over client UI. This would require that an Outlook add-in be developed and installed on each client computer.
