Resetting POP3 server

After upgrading to Outlook 2003, I configured my Incoming Mail Server (POP3) to my regular POP3 server, like I had always used with my old Outlook XP.
It worked perfectly after setting up the account as long as I did not re-boot the computer. When I re-boot the system (which I do every day), the name of the POP3 server is reset to 'Localhost'. Thus I have to change my e-mail account setting everyday.
I have similarly upgraded four other computers, but this resetting to localhost happens only on one. I have compared all settings on these computers and they seem to be the same. Moreover, if I close Outlook 2003 and reopen it,the settings remain correct. They only get reset when the system is restarted. This may mean that some other program or service that loads before Outlook is changing this setting.
Any suggestions or comments about what could be wrong?

Turn off your AV scanning mail in Outlook. It is either your AV or your
firewall.

Thanks. I had tried this earlier, but today I tried again after reading your suggestion. I turned the firewall and AV software off, restarted windows but still the POP3 server was being reset to localhost
I tried restarting Windows in the safe mode. The POP3 settings did not change this time, but then it does not connect to the Internet in the safe mode
What else could I try
