Resource Scheduling Time

I need your help answering the following question:

Right now we have all of our resources scheduled for a 6.5 hour day, 33
hours a week total with working hours form 8-5pm with each resource at 100%
max. This is the universal calander setting on our server.

I am telling our project managers that we need to return the working time to
8 hours a day, 40 hours a week with the working time the same with each
resource at 70-80% max for leveling purposes. Can someone tell me who is
right?

Between you and your project managers, you have presented two methods for
dealing with non-productive working time (6.5 hours of real work during each
8 hour working day). In my opinion, I do not believe there is a wrong way
to handle this, and thus, I believe both of your methods are right.
However, in the interest of simplicity, I would favor the first option
because it is more or less automatic and is definitely the easier to use.
In fact, I think it would be a huge waste of time to expect your PM's to
change the method and to manually reschedule every project using your
alternate method! Perhaps the others will have an opinion for you as well.
