Resource Usage Report Summarised by Outline Level and Resource Group

I want to be able to have a report, I think the Resource Usage is the
place to do this, that shows me at the activity level, just Outline
Level 1 summaries, and then within that I want to know the work by
Resource Group.

So for example I want to see :-

Phase 0
Customer 25 days
Supplier 30 days
Phase 1
Customer 13 days
Supplier 12 days


But I'm struggling, if I do the Customize Group By and group by Task
Outline Number, then Group I get all of the outline levels, not just
Outline Level 1, and I can't seem able to use the "Define Groups
Intervals...." to get what I want.

Suggestions?

Welcome to this Microsoft Project newsgroup

When you've grouped, try clicking the Show button on the formatting toolbar
and selecting the outline number you want.
