restore a prompt

I created a new outlook folder and got the prompt "don't ask to create a
shortcut again" or some such. As I was creating a shortcut, I figured by not
asking again OUtlook would create shortcuts by default. I was wrong. It
defaults to not creating shortcuts. I want the prompt back so I can easily
created shortcuts to the outlook toolbar when making new folders.

How do I get the prompt back?
