restricted deletions

Using Outlook 2002 SP3, won't allow me to delete
contacts. Message indicates I'm not authorized to do so,
but I'm the only user on this computer. Is there
something to reset, or do I need to uninstall and
reinstall?

-Clear the Deleted Items Folder
-Run Compact Now
-Close Outlook
-Run scanpst.exe against the pst-file
