Retaining mail on server

In Outlook 2003, I have chosen on a POP3 account to retain the mail on the
server for 90 days. However, Outlook keeps retrieving this mail time and
again.

This does not seem right to me, perhaps I've overlooked something?

Check the timeout and make sure it is actually finishing the download.
Often this causes the problem.

How do I check the timeout?

As far as I can tell, downloads are finishing but Outlook downloads the mail
again a day or two later. In between time, only new mail is downloaded!
