Retrieve data by latest date

I have a page where the user needs to retrieve the latest updated file in a
directory.
I'm using FP2003. Is there some code that I can use that will tell the
program when a user clicks on that link, instead of just opening a specific
link, to go and check the directory for the latest update?

I would really appreciate any help you can give me.

There is nothing in FP that can do this.
