Right and Left side pages in 2 page view with sections

I'm building a workbook, I want a cover page (right side orientation) an
inside cover page (right side orientation) and then I want to begin the
content with an introduction page also with right side orientation. I am
using the 2-page view to lay out the pages for 3-hole punch, so the master
page margins & guides & page numbering is set up for that. I've tried
re-doing sections in 1-page view and in 2-page view to try to force the new
sections to start on the right-hand page like the beginning of the document
will do, but I can't figure out how to make the sections do that as well
without inserting a blank page to substitute for the left-side page... and of
course, when I do that, the page numbering starts with 2 on the page I want
to be 1 even when I ignore master on the blank left side page.
I'm so confused! Help!

Publisher 2003 Help returned this:
To create a folded booklet with 8.5-by-11-inch pages. Your printer must
support printing on 11-by-17-inch paper, also called tabloid paper, for the
procedure to work.

1.. Open the publication you want to print as a folded booklet.
2.. On the File menu, click Page Setup.
3.. Click the Layout tab.
4.. Under Publication type, click Booklet.
5.. Under Page size, type 8.5 in the Width box and 11 in the Height box.
6.. Click the Printer & Paper tab.
7.. Under Printer, select a printer that can print on 11-17 or tabloid
paper.
8.. Under Paper, select the 11-by-17- inch or tabloid paper option, and
then click OK.
9.. When you are prompted to automatically insert pages, click Yes.
Publisher will insert pages so that the total number is a multiple of 4.
10.. On the File menu, click Print.
11.. In the Print dialog box, click Change page order, click Print as
book, and then click OK.
12.. Select any other options you want, and then click OK to print the
publication.
Microsoft Publisher prints the first and last pages on one sheet of paper,
the second and next-to-last on another sheet, and so on, as shown in the
following picture. When you photocopy the pages back to back and then staple
or bind them together, they will be in the right order.

That is the only way I know that you can do this.

Many books start with a page number other than 1, as the blank pages have
been numbered. Alternatively, you could use the options available under
Insert > Section.

Chuck, thanks for your post. Unfortunately I don't have the option to set up
or print on 11x17, I'm stuck with using 8.5x11. Also, this will not be a
folded document; we are using 3-ring binders. No other choices there either.
We have to print out the whole document single sided, then make the copies
double-sided for only those pages we want double-sided.
I work in non-profit if that lets you know how limited my resources are... I
appreciate your response none-the-less, it is good information to have.

Create Master Pages that have left and right orientations. On your right pages
use one Master Page and the left use the other. The numbering won't change. Are
you duplexing?
Use a one page view.
