Right-Click "Send To"

In office 2003 Pro when right clicking and trying to send as an email,
internet email options popup for configuration. This is a new event as she
has been using this for at least a year without the internet email trying to
take over. Where is the setting for this? How do we fix it so it sends
through Outlook? Thank you!

Is Outlook set as the default mail handler in Program Access and Defaults?
How about under Internet Options?
