Rollup resource usage by summary task

How can I produce a report or view that sums up resource
usage/work by summary task. For proposals and for
accounting I need to rollup total hours PER resource per
summary task. For instance I have a project plan with
four summary tasks, Envisioning, Planning, Programming
and Stabilization, each with a number of subtasks and
multiple resouces assigned. In a report I need to
indicate how many hours for team lead are in each of the
summary tasks, and likewise for programmer1, p2, project
manager, etc. I also need to produce cost by resource by
summary task as well.
I would really like to define a canned report that I can
run each time I make a change to a project or develop a
new on. I spend way too much time doing this work with a
calculater. Help!

Here's a starting point:

View | Reports | Overview ... |
SINGLE-click on Top-Level tasks (don't double-click)
Click on the Edit button to pop-up a "Task Report" window with three tabs.
Click on the Definition tab; choose the period; choose the table Summary;
choose the filter All Tasks.
Click on the Details tab; clear all boxes except Work;
Click on the Sort tab; sort by Summary; then by blank; then by blank;
Click on OK. This will take you back to the Overview Reports window.
Click on the Select button.
