From the Tools menu, select Options. In the View tab, clear the
checkmark from Vertical Rulers. Then, without a document open. From
the View menu, toggle off the Ruler. Close out of Word completely.
If you use Word as your email editor, then close out of Outlook too.

Now when you open a new Word document, you should not have any rulers
showing. However, if you turn a ruler on for a document, the ruler
will stay on associated with that document (and any documents you
create with the view set for showing the ruler.)

I hope that helps.

Are they back in a brand new document? Or did you open an old
document?

OK -

Here is what I would do.

Create a macro called AutoNew, which will run every time you create a
document
Sub AutoNew()
ActiveWindow.ActivePane.DisplayRulers = False
End Sub

This will turn off the rulers. If you need help installing the macro,
then see this page: http://www.gmayor.com/installing_macro.htm

Let me know if this does not work for you for some reason.
