I would like to have all email messages from people that
aren't currently in my Contacts list automatically go to a
certain folder. Can this be done in MS Outlook 2002?

I think you can by setting up a rule that moves all messages (don't pick any
selection criteria, Outlook will complain that this will apply to all
messages but let you do it) and use an exception that applies to all senders
in a certain address book
