I would recommend you not use Publisher even though it's possible.

Well you could produce a nice basic form (based upon your attorney's
contract , THEN create a fillable PDF form out of it. This works well and
I do this all the time. But, to keep it as a .pub file wouldn't work 'cause
the layout would get wacked by the fillee.
