send and receive in two columns format

How can the two columne format be locked so when it is received it will
appear in two columnes insted of full page?

You cannot "lock" e-mails. You have no control over e-mails once you send
them. How a recipient sees your e-mail depends on what e-mail client that
they use. Rather than rely on the rendering of an unknown e-mail client
regarding your 2-column formatted e-mail, attach the doc file to your e-mail
and have the user open it in the same application (or a viewer that works
for that same application).
