Send mail in background?

Can Outlook run as background program? Basically from my
testing I found that all outgoing emails are stored in
Outlook (Outbox) and they won't be sent until Outlook is
run. This also means that MS Outlook has to be running as
foreground process in order to send email.

If indeed we can run Outlook as a background process, how
do I go about setting it up?
