How do I stop outlook from sending and receiving email when the program is

I have Outlook 2003 with a permenant internet connection

Outlook 2003, Tools, Options, Mail Setup tab. Under Send/Receive click on
the Send/Receive button. Look under Settings for.... If you have checked
to do a Send/Receive every selected number of minutes, Outlook will do a
initial Send/Receive when opened.
