setting image to be transparent

How do i set an image to be transparent so you can see the background also? i
tried to put the washout on but it just grays it out. thanks in advance

Try this. Insert a rectangle same size as the picture. In format > autoshape
choose fill effects> picture, navigate to your picture and then use the
transparency slider.
