Setting up webiste registration

I want to require people attempting to use my website to register. Just
basic info like where they are, etc. There will be no charge.

Anyone know of a good tutorial or software to help do this?

You could set up your index.htm(l) page with a form on it where the fields
are validated. Set your confirmation page to the URL of your real home page.

Bear in mind, this won't stop people from just putting the requisite number
of characters in the fields (probably using all Xs!) and really is a very
annoying practice.
