Shape Search in Visio 2003 Professional

I am having trouble with the shape search feature in Visio 2003 Pro.

I regularly get the error "1. Visio Local Shapes - The Visio Indexing
Service Catalog does not exist. Please repair the Visio installation".

The Visio index does exist, the indexing service is started, and I can
manually query the index. I have repaired the installation and
restarted Visio and still have the problem.

As it has worked in the past, I'm curious what could have happened. Is
there more information available on the components that make up this
solution and how I can troubleshoot it better?
