Shift 2 prints @ & shift ' prints", not what's shown on keys. Can.

I'm running Windows XP and my @ and " are the wrong way round on my keyboard
when I type on the screen. Is there any way to swap them?

Possibly you have a non-U.S. keyboard layout selected in Start | Control
Panel | Regional and Language Options | Languages | Details | Settings?

No, the keys described *are* on the U.S. keyboard. What the OP wants is a UK
keyboard, I think.
