shifting text, it just doesn't look the same!

I am a novice frontpage 2002 user. Every time i publish my site, although
everything looks in order on my site, on the internet everthing is shifted
and moved, my text and graphics simply are moved around, sometimes on top of
each other. How do i ensure that my site looks exactly the way that I
design it? I was told I it has to do with the way i use tables.

Design your page to fit in a fixed width table. Do not use Absolute
Positioning and do not use Word Art or Text Boxes, or any other
objects created using the FrontPage drawing toolbar, unless you fully
understand how to use Absolute Positioning.

Bur even this will not lock down your site layout - this is impossible
since users can always change font-sizes, and this may change the page
layout.
